Nearly 40 people are being laid off from a local Dubuque bank, per KCRG and a listing on the Iowa WARN website. The aforementioned website stands for "Worker Adjustment and Retraining Notification Act," which requires employers with 100 or more employees to give 60 calendar day written notice when there is a plant closing or mass layoff.

In these situations, per the Iowa WARN website, employers must provide notice to:

  • Affected workers or their representatives (e.g., a labor union)
  • State Rapid Response Coordinator
  • Chief elected official of local government in which the employment site is located

Information About the Layoffs:

38 people from Dubuque Bank & Trust/UMB Financial Corporation in Dubuque got their notices this week, per KCRG. This comes nearly ten months after UMB acquired Heartland Financial Services, Inc. Heartland Financial Services operated as Dubuque Bank & Trust, which has many locations in the Dubuque area, including on Locust Street, Grandview Avenue, and John F Kennedy Road, just to name a few.

How Long the Individuals Will Remain Bank Employees:

Per Dubuque Bank & Trust's website, the transition to UMB will occur from October 10th - 13th. KCRG reported that the 38 employees impacted by the layoffs were informed on Wednesday, October 1st that their last day will be November 1st.

While it's unclear if the layoffs are connected with the UMB transition, the Telegraph Herald reported last month that the transition from Heartland Financial Services to UMB was progressing positively. UMB is based in Kansas City, MO, and UMB Financial CEO Mariner Kemper spoke about how several job opportunities would come from this transition:

Right there in Dubuque, we have several jobs we’re hiring for — some small-business lenders and some other folks, retail folks. We’re very much invested in growing, and we’ll, over time, be hiring in all the [Heartland Financial] markets - UMB Financial CEO Mariner Kemper, per Telegraph Herald
