While officers were responding, information was received that Paramount Ambulance personnel were transporting an adult male to Mercy Hospital for treatment of gunshot wounds.

Officers met with the wounded male at the hospital and identified him as Titus D.T. Jarmon, 24, of 562 Almonds Street, Dubuque. He advised he was shot by another adult male with whom he had recently been having problems. Jarmon said he encountered the shooter and another male subject in the area of 16th & West Locust Street and an argument ensued, leading to Jarmon being punched by the shooter’s associate. Traffic camera footage was reviewed and corroborated Jarmon’s account of what transpired.
